Roundtable

"Organic farming methods to improve the quality of life and sustainable development of rural areas"

 The purpose of the event: consideration and discussion of the global food problem, improvement of the quality of life of the population, possible solutions to them based on the use of organic farming methods, taking into account the best practices of the European Union. The event will contribute to increasing interest in addressing the issues of improving the quality of life and sustainable development of rural areas through the use of organic methods of agricultural production, and to promote the dissemination of European experience in the Russian media.

  During the event the following issues were discussed:

- the world food problem;

- the state of the world's agrofood resources as a factor limiting the growth of food production;

- modern model of agricultural production: problems of introduction and growth factors;

- environmentally sustainable agricultural production as a way to alleviate the food problem;

- practical application of organic farming methods in solving the food problem: EU experience;

- The role of markets and the impact of trade on food security in the context of the application of organic farming practices;

- small and medium-sized enterprises in the production of organic products;

- organic farming for rural development.

  Summary of the event:

- The state regulation of rural development in the EU in general and at the level of national governments of the countries participating in this association is an integral system with unified priorities and a set of complementary financial instruments;

- The amount of financial support for the agricultural sector in the EU is incomparably greater than in the Russian Federation and it is difficult and sometimes impossible to compete with domestic agricultural producers with European farmers in such conditions;

- Common agricultural policy of the EU is a deeply thought-out and well-regulated system that includes not only support for farmers, but also the development of rural areas, which largely determines the sustainability of these processes, the high level and quality of life of the rural population;

- Undoubtedly, the CAP experience in the Russian Federation should be used with adaptation to the current socio-economic realities;

- The experience of state regulation of organic agriculture is of special interest for Russian agrarians, since in our country there are all conditions for its development, but, unfortunately, there is still no legislative base and, as a result, measures of state influence;

- Organic agriculture, which in fact satisfies all the components of sustainable rural development, has an unconditional potential and significant prospects for development in the conditions of modern Russia, provided that a well-developed and efficiently functioning system of state regulation is created.

The topic of the report: "Adaptation of the European experience in the regulation of organic agriculture in the system of sustainable development of rural areas to modern Russian conditions".

Annotation: Currently in Russia the problem of ensuring the quality of food production is on the agenda. The market for environmentally friendly products in the country is not yet developed, it is dominated by imported goods. The presence of a large potential for the formation of a segment of organic agriculture, in addition to providing the population with high-quality food, can become an realized opportunity for the economic development of rural areas. It can be based on small forms of management, provided that the necessary institutional environment is created for organic agriculture. Comparative characteristics of state support for rural development of the EU countries and Russia indicate the need to use in our country a number of tools for regulating the development of rural areas

The topic of the report: "The state of agri-food resources and the system of state regulation of their development".

Annotation: The development of the village is primarily associated with the possibility of changing the attitude of the state to domestic agriculture, the rural population. The report substantiates the strengthening of the state’s role in sustainable rural development, in addressing the country's food security problems through the development of a set of agrarian policy tools that meet WTO requirements, which can improve the standard and quality of life of Russians, save the rural population, its income, and diversify the rural economy and improve the performance of rural institutions and infrastructure. State support should be placed at the center of the whole system of measures to ensure the level of consumption of high-quality, biologically high-grade, ecologically safe food products in line with the physiological needs of a person of a certain age and gender.

Sapunov A.M. - Head of the Department of State Ecological Expertise, Regulation and Subsoil Use of the Ministry of Forestry, Hunting and Use of Nature of the Republic of Mordovia.

Theme of the report: "Environmental sustainability of the Republic of Mordovia".

Abstract: The rational use of environmental resources is a significant factor in improving the efficiency of the economy and one of the main sources of accelerated growth in the well-being of the territory. It is especially important to consider the problem of the effective use of ecological potential in the context of the territorial development of rural territories, since the ecological state, first of all, of soil resources is a determining factor in the development of the rural economy.

The topic of the report: "Environmentally sustainable agricultural production as a way to alleviate the food problem."

Abstract: A comparative analysis of the main existing organic standards, ranging from international basic standards of IFOAM and ending with the standards of the leading countries in the development of organic production, has been carried out. Considering the IFOAM organic production guarantee system, the main points were highlighted in the framework of inspection and certification procedures. Special attention was paid to the review of the inspection and certification systems provided for by the Codex Alimentarius. In the sequel, the main EU regulations on organic production were studied. The main focus of their analysis was on assessing the equivalence of organic products, as well as the characteristics and timing of the conversion period. In conclusion, the system of regulatory regulation of the market for organic products in EU countries was already at the national level, in countries such as Germany, France and Poland.

 

 April 2017 - the application form and the participation of undergraduates of the Faculty of Economics in the educational forum "Weekend of technological entrepreneurship" (April 10-11, 2017). The forum was attended by students of technical and economic areas of training, who have promising innovative business ideas and a desire to engage in entrepreneurial activities. The program of the forum included an educational program "From idea to start-up" and a business game for the development of innovations in the field of ecology. The educational program included 4 blocks: implementation of the business idea; promotion of the product on the Internet; building business processes; IT-business.

   OMSU at the forum was represented by students of the Faculty of Economics Natalia Bibina, Yulia Panchina, Olga Arapova, who completed their education in March 2017 for an additional educational program for advanced training "Organic farming in the system of rural development: the EU experience". They took part in the educational program, on the business game "Ecological Marathon" made an innovative project "Organic farm". According to the results of the business game, students of OMSU took the second place.

October 17, 2017 - Round Table on the theme: "State support for innovative agricultural development and partnership with the business in terms of improving food security".

 The purpose of the event: consideration and discussion of the problems of global food security, food security of the Russian Federation and EU countries; the role of innovative development of agriculture using the mechanisms of public-private partnership in improving the quality of life of the population, improving the availability and quality of food; possible ways to expand the use of organic farming practices in agricultural practices, taking into account the best practices of the European Union and the possibilities of its dissemination in Russia.

The event will contribute to increasing interest in the innovative development of agriculture using public-private partnership mechanisms to improve food security of countries and regions, and to promote the dissemination of European experience.

 Discussion question:

- Global food security issues;

- Innovative development of agriculture, application of mechanisms of public-private partnership (PPP);

- foreign experience of PPP in the development of the agrarian sphere for improving food security;

- Practical application of organic management methods in solving the food problem: EU experience;

Summary of the event:

1. The existing level of state regulation does not meet the national interests, since it does not ensure a sufficient level of the country's food security, sustainable development of rural areas. In these conditions, public-private partnerships become the most important mechanism for increasing financial resources necessary for the development of the agrarian sector of the economy.

2. European experience in the development of agriculture on the basis of public-private partnership deserves great interest from the point of view of the possibilities of adaptation to Russian conditions.

3. The agrarian sector of the Russian Federation and the Republic of Moldova has a significant potential for innovative development in order to improve food security.

4. Organic agriculture should be considered as one of the innovative directions of development of the agrarian sphere of the country's economy.

5. Organic agriculture, which in essence satisfies all components of sustainable rural development, has the unconditional potential and significant prospects for territorial organization for development in the conditions of modern Russia, provided that a well-developed and effectively functioning system of state regulation is established.

6. Public-private partnership, being the optimal economic form of organization of the process of financial provision of industrial innovative infrastructure and industrial projects, can stimulate the participation of corporations and private capital in the innovative activity of the agro-industrial complex.

Kochetkova S.A. – Ph.D., Associate Professor, Consultant of the Center for Public-Private Partnership LLC "Development Corporation of the Republic of Mordovia"

The topic of the report: "The mechanisms of public-private partnership in the innovative development of agriculture".

Annotation. The report identified the main problems of using the PPP mechanism in general and in the agrarian sector in particular. The mechanism of public-private partnership is considered as an important condition for the innovative development of the agro-industrial complex of Russia. Three models of industrial development of the economy, including innovation, are highlighted. The forms of state regulation of the innovation sector of the agro-industrial complex are considered and the problems in this area are identified; directions of financial support for the agro-industrial complex and payments from the state budget in the form of allocations, subsidies, subsidies, subventions. In the framework of PPP and MPP, it is proposed to create a tripartite agreement between research institutes, authorities and small business entities. The application of this mechanism has a number of benefits for the public and private sector. It is concluded that in modern conditions the effective functioning of agriculture can be only when using PPP.

Nesterov S.A. – Deputy General Director - Head of the Center for Public-Private Partnership LLC "Development Corporation of the Republic of Mordovia"

The topic of the report: "Public-private partnership in regional development".

Annotation. The report highlighted the use of mechanisms of public-private partnership in the regional agriculture. It was determined that there are many problem objects in the republic, which it cannot contain. The implementation of investment projects based on the development of a PPP model will make it possible to more effectively solve the problem of eliminating the infrastructural limitations of economic growth, create comfortable conditions for investing in long-term projects, reduce the burden on the republican budget and improve the quality of life of the population of the region. The analysis of the development of public-private partnership in the Republic of Mordovia, its organizational and economic mechanism, as well as ongoing and promising PPP projects were carried out. The main tasks that face the PPP Center, as well as priority sectors for the development of public-private partnership in the coming years are highlighted.

Erofeev A.A. – Head of the branch of the Federal State Budget Institution "Rosselkhoztsentr" in the Republic of Mordovia

The topic of the report: "Biometod in the Republic of Mordovia".

Annotation. The report talked about the role of the biological method in the development of agriculture, focused on the production of organic food. The features of the application of this method and the characteristics of the drugs used on the territory of the Republic of Mordovia are described in detail. It is noted that the biological method is widely used in many countries of the world and takes the second place after the chemical one. However, the differences in the scale of production of chemical pesticides and biomethod agents are still very large. In terms of the total volume of protected areas, the biological method is far behind the much more widely used chemical method. Revealed the reasons for this circumstance.

The topic of the report: "The use of microbiological preparations in the production of organic food".

Annotation. The report notes that the problem of the negative impact of agriculture in its current state on the environment and humans is unquestionably identified now. To solve these problems organic technologies of agricultural production are called. The latest trends in the development of the production of microbiological preparations in the Republic of Mordovia were also highlighted. Particular attention was paid to the drug "Unikley".

Kataev A.G. – Сandidate of Agricultural Sciences, head of LLC "Biosphere"

The topic of the report: "Experience of innovation in the production of organic products".

Annotation. The report noted that today the most relevant are the various aspects of the problem of innovativeness of agricultural production in the conditions of scientific and technological progress. An innovative approach is also being implemented in the activities of Biosphere LLC in the Republic of Mordovia, which belongs to enterprises producing certified (by European standards) organic products and is the only one in the region. The main aspects of the activity of Biosphere LLC were also covered in detail, the whole process of organic food production was considered from the producer’s point of view, and the consumers and sales markets of the organic produce were described.

The topic of the report: "Innovative factors and trends in the innovative development of organic food production in the European Union".

Annotation. The presentation reviewed trends in the innovative development of organic food production in the European Union. The role of technological platforms and science parks in production has been revealed, the main projects implemented in the framework of greening and ensuring food security of the population have been considered. A comparative analysis of projects for the intended purpose, the amount of funding and the degree of implementation. The basic factors constraining the innovative development of organic food production, as well as problems in the sphere of interaction between the subjects of the process, were studied.

The topic of the report: "Prospects for the development of organic agriculture in the Republic of Mordovia".

Annotation. In the report, the author identifies specific features for agriculture, based on current trends in the development of the republic in agriculture and its resource potential. Also, a number of comprehensive measures are proposed for the implementation of organic agriculture.

"Open All-Russian essay competition 2018"

In the framework of the Jean Monnet Module “Organic farming in the system of sustainable rural development: the EU experience” National Research Mordovia State University holds an open All-Russian essay competition "Green World - for Healthy Nutrition" for students in grades 5-11 of secondary schools of the Russian Federation.
The competition is held in order to: increase interest in knowledge and stimulate creative activity of schoolchildren, identify and develop creativity and interest in students in research activities, create conditions for intellectual development, assist in vocational guidance and continue education, disseminate and popularize scientific knowledge among schoolchildren of 5-11 grades of secondary schools, familiarization of the scientific and pedagogical community with the results of the research work  of schoolkids.

The objectives of the Competition are the improvement of cognitive, creative, communicative activities of schoolkids, improving the practical orientation of knowledge.
The competition is held in the following categories of schoolkids:
- for schoolkids of 5-8 classes of secondary schools of the Russian Federation;
- for schoolkids in grades 9-11 of secondary schools of the Russian Federation.

The application and competitive work must be submitted before April 14, 2018 (inclusive) to the organizing committee in electronic form with indication of the competition "Open All-Russian Essay Contest 2018".
Summing up the competition will be held April 20, 2018. The winners are awarded with diplomas. Scientific leaders of the contest winners are awarded letters of thanks.

Study visit - LLC "Biosphere"

April 19, 2018 students and teachers of the Department of State and Municipal Administration of National Research Mordovia State University visited LLC «Biosphere» in a village N. Fedorovka Staroshaigovsky municipal district of the Republic of Mordovia. The event was planned as a study visit, as part of the Jean Monnet Module «Organic farming in the system of sustainable rural development: the EU experience».
«Biosphere» LLC is an agricultural enterprise certified in accordance with the European organic legislation; it produces ecologically clean agricultural products (grain crops - wheat, buckwheat, spelled, etc., beef meat) and supplies it to specialized stores in large cities of Russia.
The head of the agricultural enterprise told about the history of the establishment of the enterprise, about the technologies of production of environmentally friendly products, passing their international certification and implementation in specialized stores. Participants of the event visited the hangar for storing agricultural products, a processing plant, a livestock farm, etc.

   

 

1st semester of the academic year 2018-2019

October 8, 2018 - holding a scientific event in the form of a round table on the topic:

"State regulation of greening agriculture: European experience."

 The purpose of the event: to consider and discuss the global environmental consequences of expanding agricultural production in the EU countries, the new green architecture of the CAP, environmental priorities in the EU rural development policy in the field of sustainable development, taking into account the best practices of the European Union countries and its dissemination in Russia.

Greening is the process of the steady and consistent implementation of technological, managerial and other systems of solutions that can increase the efficiency of the use of natural resources and conditions while maintaining and improving the quality of the natural environment at local, regional and global levels. The experience of the EU countries indicates that, along with high environmental and economic efficiency, greening agriculture also has a huge social effect. This effect is manifested, first of all, in improving the health of the population as a result of increased consumption of organic agricultural products, reducing pollution of water and land resources, the air basin.

The event will help to increase interest in the European experience in creating an effective system of regulation of ecological agriculture, production of organic products, their processing, marketing, certification, labeling and control. This event is designed to promote and engage students in the study of the problems of the development of organic agriculture in the system of sustainable development of rural territories of the EU and the Russian Federation.

- conceptual approaches to determining the nature and content of organic farming and the market for organic products in world economic science;

Summary:

  • a few decades ago, the European community came to recognize the importance and significance of the environmental component of the economy for the quality of life of the population. The environmental factor becomes a priority in the formation of a new paradigm of economic development, including in the agricultural sector of the economy and, above all, through the formation and development of organic agriculture;

  • for the Russian Federation, where about 40 million hectares of agricultural land are almost ready to be used in the production of organic products, the problem of its development takes on a special sound. Organic (environmental) principles of management open up new opportunities for sustainable development of rural areas of the country. This is due to the unique combination of low-tech farming methods, the relatively liberal situation around the land market, and the significant but weakly involved Russian scientific and technical potential;

  • the conceptual foundations of greening agriculture are laid in the writings of such foreign scientists as: R. Steiner, H. Müller, M. Müller, H.-P. Rusch, A. Howard, D.H. Meadows, N. Nemes and others. The following scientists were engaged in research in the field of greening agriculture, the formation of the foundations of organic agricultural production:

    - in the XVIII-XX centuries: A.T. Bolotov, V.R. Williams, I.M. Komov, D.N. Pryanishnikov, A.V. Sovetov, A.N. Engelhardt, P.A. Kostychev, V.V. Dokuchaev

    - at the present stage: V.M. Volodin, A.S. Mindrin, Z.V. Nikitina, T.N. Nikonov, Yu.A. Ovsyannikov, V.N. Khlystun et al., Who justified the strategy of adaptive land use.

  • since the 1980s, in response to growing demand for environmentally friendly products and preserving the quality of the environment in developed countries in the West, they have begun to formulate systems of state regulation of the development of production of environmentally friendly food products, primarily through a certification and standardization system. Today, the processes of greening agriculture in the world are quite active, within the framework of the "New Green Deal" and the development of the "green economy";

  • a vivid example of the active greening of agriculture is the countries of the European Union, where in the updated Common Agricultural Policy (CAP) for the period until 2020, among the three main goals, along with sustainable food production and balanced territorial development, there is also the "sustainable use" of natural resources and climate change mitigation;

  • international legislation of organic agriculture is developed to regulate its development and usually includes provisions governing: the quality of organic products and how they differ from ordinary products on the market; activities of competent regulatory authorities, governance structure and private sector participation; the need for conformity assessment and the permitted types of compliance systems; sanctions for violations; provisions on state support.

Abstract: Enterprises that produce organic agricultural products very often need to receive new information, including on innovative developments and advanced production experience, the effective use of which allows organic production to be transferred to a higher organizational and technological level. The report addresses issues related to the possibility of using the information and advisory service (ICS) in providing the necessary information about organic agriculture, its advantages and disadvantages. Considering the process of information support and collection of statistics related to organic agriculture, the structures responsible for this process are considered: European Commission - Statistical Office (Eurostat), European Commission - DG-Agriculture, Research Institute of Organic Agriculture (FiBL), Mediterranean Agronomic Institute of Bari (MAIB), Food and Agriculture Organization of the United Nations (FAO).

4. Kochetkova S.A. - Ph.D., Associate Professor, Consultant of the Center for Public-Private Partnership LLC "Development Corporation of the Republic of Mordovia" - the topic of the report: "Government-business interaction in the development of organic agriculture: EU experience".

Abstract: The report is devoted to topical issues of the development of organic agriculture in the countries of the European Union using the mechanism of public-private partnership. The main models of interaction between government and business and their characteristic features are highlighted. The main attention is paid to international experience in the development of PPP and the implementation of projects in the context of EU countries, as well as by industry, especially in the agricultural sector. The institutional mechanism for the development of public-private partnership in European countries has been studied. The analysis of EIB financing of major investment projects in organic agriculture in EU countries for the period from 2015-2017 has been carried out. Summarized practical experience in the development of organic agriculture in countries such as Estonia, Spain, Hungary, Romania, Slovakia. The possibility of using the European experience in the implementation of PPP projects in organic agriculture at the level of Russia has been determined.

Abstract: The report noted that safe food is an essential factor in the functioning of society and vital for the economy of any country. EU approaches to food safety are based on creating and maintaining a high level of food safety, animal and plant health through the implementation of «farm-to-table» control measures, monitoring, and ensuring the effective functioning of the internal market. Considered the principles of food safety, revealed the essence of the precautionary principle.

Annotation: The presence of a large potential for the formation of a segment of organic agriculture, in addition to providing the population with high-quality food, can become a realized opportunity for the economic development of rural areas. Possessing a rich potential, rural territories perform numerous national economic functions, but their crisis state is fixed almost throughout the country, which leads to migration of rural residents to cities, and the disappearance of thousands of villages and villages from the map of the country. Thus, a comprehensive solution to the problems of sustainable development of rural areas and increasing their competitiveness through organic forms of management should be a priority of state agricultural policy. The most effective way of developing organic agriculture in the region is the formation of an agro-eco cluster.

Abstract: There are no alternatives to the development of agriculture in the organic scenario in the system of sustainable development in the long term. Intensive nature management ultimately leads to the destruction of nature, and this is the fundamental basis of sustainable development. In the presentation, an attempt was made to determine the need to develop in the Russian Federation a system of measures of state influence on the development of ecological agriculture, taking into account international experience. The analysis of modern Russian legislation in the field of development of ecological agriculture has been carried out. It is proved that the organic principles of management open up new opportunities for sustainable development.

 

9. Yakunin V.V. - The chief specialist of the department of international and interregional cooperation of the Ministry of Economy, Trade and Entrepreneurship of the Republic of Mordovia - the topic of the report: "Prospects for Russia's inclusion in the global market for organic food".

Abstract: The development of organic food production in Russia, first of all, requires the creation of a system of legal, institutional and financial conditions at the federal level. It is necessary to create a legislative framework for the development of organic agriculture (with the necessary changes in the current legislation). Comprehensively use agricultural policy measures as a tool to support the transfer of knowledge and innovation, as well as to develop and strengthen market potential. Provide government support through budgetary payments (subsidies, compensations), concessional lending and taxation for the development of this sector of agriculture. The state should promote the creation of a system of certifying organizations and control of the production technology of organic products and their quality with the participation of international organizations and auditors. This will allow Russian producers of organic food to occupy a decent niche in the global market.

10. Malankina T.M. - Ph.D., General Director of LLC «Management Company Agrosoyuz Center» - the topic of the report: "The role of organic agriculture in the system of ensuring the food security of the country".

Annotation: the development of agriculture in modern Russia exclusively according to the organic scenario (as, indeed, throughout the world in the short term), despite the significant amount of unclaimed arable land, the quality of human and scientific and technical potential, the increasing demand for environmentally friendly and healthy food today is impossible for a number of reasons. These are: the state of the country's food security, moreover, the exacerbation of this problem in recent years due to new global challenges and threats, limited financial resources for new large-scale projects, the lack of a “green growth strategy”, finally. At the same time, it was noted that it is in these conditions (foreign sanctions and import substitution policies) that there is a need to look for new mobilization opportunities for rural development, search for domestic resources for the production of high-quality and affordable food.

   Announcement on March 15, 2019 of the All-Russian scientific and pactical conference "European Union in the gobal economy: agri-food aspect" (under the Jean Monnet Module grant "Organic farming in the system of sustainable rural development: EU experience").

Purpose: the event is aimed at enhancing research, the formation of new knowledge and skills, the dissemination of European experience in the development of rural areas through the use of organic farming methods.

 

   The main directions of the conference:

   1. State regulation of sustainable rural development.

   2. Common agricultural policy: EU experience.

   3. The development of organic agriculture in European countries: trends, prospects and the role of the state.

   4. The interaction of the state and business in the development of rural areas.

 To participate in the conference are invited teachers, students, graduate students and young scientists, as well as all persons who are interested in the problems addressed.

   Following the conference, it is planned to publish a collection of materials in electronic format. The collection of materials of the conference will be assigned library indexes UDC, LBC and international standard book number (ISBN). The collection will be included in the Russian Science Citation Index (RSCI).

   Registration fee for participation in the conference is not provided.

   The event contributed to raising interest in the problems of global food security, food security of the Russian Federation and EU countries; the role of innovative development of agriculture using public-private partnership mechanisms in improving the quality of life of the population, increasing the availability and quality of food; possible ways to expand the application of organic farming methods in agricultural production practice, taking into account the best practices of the European Union and the possibilities of its dissemination in Russia.
